General Purpose

Perform a variety of entry level professional duties as needed to manage a juvenile probation caseload.

Supervision Received

Work under the general supervision of the Juvenile Probation/Court Services Director and/or Chief Juvenile Probation Officer, and the close supervision of the Juvenile Probation Supervisor.

Essential Functions

Perform various preliminary and ongoing case management functions; perform needs assessments; conduct detailed investigations of client social history including physical environment, family and peer relationships, emotional history, etc.; prepare detailed social history reports for submission to the courts and as support documentation for professional recommendations; offer in-court recommendations; and make recommendations to hold in custody or release clients based upon current circumstances.

Attend dispositions; meet with clients and instructs in probation obligations, regulations and practices; instruct in the completion of various forms; determine contact status (i.e. maximum vs. medium); and establish probation case plan; and complete documentation. Establish and maintain contact with key individuals involved in the cases and case compliance, i.e., detectives, school resource officers, school officials, attorneys, judges, parents, spouses, co-workers, counselors, etc.

Coordinate with various agencies and apprises of client contact obligations; provides agencies with copies of documentation, orders and related materials; perform follow up as needed to assure client contact compliance; issue affidavits as requested by judges for clients who violate probation terms and conditions.

Maintain various files to show current case status, i.e., probation status, warrant status, class assignment, etc.; provide written verification of client attendance at court ordered meetings, training, therapy, counseling, classes, etc.; and update file records to show progress and completion of obligations.

Perform a variety of field projects to determine client compliance with probation terms and conditions; conduct drug tests, make home and on-site visits; and coordinate with other agencies and treatment personnel to detect violations.

Attend various hearings for arraignments and sentencing; may be required to attend court and offer testimony in relation to specific cases regarding probation violations; prepare reports in accordance with department policy showing case activity, etc.; make recommendations for extension or termination of probation; review client compliance related to probation condition and enforce court orders.

Prepare complex case documentation as needed to expedite actions of the court, i.e., writes probation violations, write discharges, prepare warrants, etc.

Ability to maintain regular, reliable patterns in their work product and attendance according to Bonneville County's expectations.

Perform other related duties as required.

Minimum Qualifications

1. Education and Experience:

A. Graduation from college with a bachelor's degree in social science, criminology or related area;

AND

B. One (1) year of experience performing above or similar duties;

OR

C. An equivalent combination of education and experience.

2. Required Knowledge, Skills, and Abilities:

Some knowledge of the juvenile justice system; complex and technical filing systems related to county probation case management; procedures related to a variety of court processes; laws governing probation compliance and sanctions; principles of supervision; basic bookkeeping; basic mathematics; interpersonal communications and public relations; legal terms and definitions; problem solving; planning and goal setting techniques.

Skill in the collection and reading of drug field tests, and maintaining the chain of evidence.

Ability to communicate effectively both verbally and in writing; direct and maintain confidentiality in managing sensitive legal issues and cases; react effectively in emergency and/or stressful situations; operate a variety of office machines; personal computer or terminal operation; develop effective working relationships with elected officials, legal professionals, subordinates, mentally unstable, agitated/aggressive people and the public.

3. Special Qualifications:

  • Must possess and maintain a valid Idaho driver's license.
  • Must be Idaho POST certified as a Juvenile Probation Officer within one year of appointment.
  • Must be willing to work irregular hours including nights and weekends, and be on call 24 hours a day, 7 days a week.
  • Must meet all security requirements for access to NCIC systems and reports including background check and fingerprinting.

4. Work Environment:

Tasks require a variety of physical activities, occasionally involving muscular strain, such as walking, standing, turning, stooping, sitting, reaching, talking, hearing and seeing. Mental application utilizes memory for details, ideas and written and verbal communications, emotional stability, discriminating thinking, guided and creative problem solving. Considerable travel may be required in the course of performing daily job duties. Elements of the job pose significant degree of hazard uncertainty. Exposure to potential stress inducing written, video, and photographic evidence related to criminal investigations is common. The ideal candidate must be able to complete all physical requirements of the job with or without a reasonable accommodation.
