Under the general direction of the Chief Information Officer (CIO), the Information Technology Manager - Infrastructure position is responsible for the management and operation of the Information Technology (IT) infrastructure on a day-to-day basis. This position is directly responsible for ensuring the overall efficiency and effectiveness of Court's information system infrastructure including data centers, server operations (physical and virtual), virtualization (VMWare), network services (local and wide area network (LAN/WAN), virtual, wireless, and cellular), data storage (SAN, NAS, etc.), telecommunications (Voice over Internet Protocol (VoIP), analog lines, voice gateways, etc.), information security (firewalls, load balancers, anti-virus systems, etc.), business continuity (backup/recovery plans and systems, disaster recovery plans and systems, hardware / firmware patching standards), and helpdesk services (tier I and tier II). Incumbents are responsible for a variety of tasks, including management of IT staff, strategic and tactical planning, acquisition and deployment, maintenance and support of IT infrastructure technologies.

It is crucial to understand the court's divisional requirements and lead a team in providing outstanding customer service to internal and external stakeholders on a daily basis. This position and classification is considered a working manager who possesses a thorough technical knowledge of hardware servers, virtualization, audio-visual systems, security systems, data storage, desktops, networks, data, and telecommunications.

Duties that may be assigned include, but are not limited to, the following: Manages the day-to-day information technology operations including the management of: infrastructure equipment, data centers, application administration, servers, desktops, databases, telecommunications, networks, enterprise systems, data storage, data processing in on premise and multiple cloud provider environments.

Manages portfolio of projects; plans, staffs, prioritize and manages all phases of implementation for assigned projects; provides technical assistance and guidance to staff; directs the design, development, and implementation of new projects; establishes budgets, timelines to implement new or enhanced equipment, programs, or systems; and monitors progress.

Provides a secure, compliant, robust, reliable, scalable, and efficient infrastructure and directs infrastructure support strategy and operations.

Directs infrastructure support strategy and operations to ensure that the Court can operate unhindered during business hours, as well as provide after-hour/weekend support as needed.

Manages activities related to keeping the infrastructure performing optimally including backing up the systems, performance tuning, installing operating system upgrades and patches, implementing security and virus protection and providing 24-hour monitoring and support.

Working technical manager provides technical support to court users, justice partners and the public; improves customer satisfaction levels; plans, coordinates, and advice on both external and internal consulting and support activities for users.

Assists in providing technical services and technical expertise to facilitate development goals, policies, standards, and procedures.

Establishes unit standards and policies; implements and recommends actions to improve workflow, simplify operational and reporting procedures and improve performance standards.

Supervises, motivates, and evaluates IT staff; delegates work; provides technical and professional skills training; manages performance issues; makes recommendations regarding the hiring and promotion process.

Works with stakeholders to define business and systems requirements for new technology; develops and recommends plans/solutions for meeting the information systems and technical support needs of the Court.

Evaluates vendor proposals for purchases of technology solutions and services to assure adherence to technical specifications and business needs.

Provides recommendations to the annual IT department budget; tracks expenditures for assigned IT projects and tasks.

Prepares activity and progress reports on all assignments. Keeps current with the latest technologies. Minimum/Desirable Qualifications

Knowledge of

:

Cisco network architectures and theory and principles of network design and integration, including topologies and protocols.

Microsoft (server and desktop) Infrastructure design, implementation, and maintenance.

VMWare (server and desktop) Infrastructure design, implementation, and maintenance.

Development of short and long-range objectives for the customer service and infrastructure to optimize performance of resources.

Virtual infrastructure architecture, design principles, and support and maintenance.

Methods and techniques for performing connectivity, performance, and troubleshooting, including the uses of diagnostic tools and equipment.

Project management principles, including techniques utilized in performing needs assessment, planning, timelines, scope, risk, resources, logistics, and coordination.

Verbal and written communication skills and interpersonal skills, including principles of building teamwork and providing excellent customer service.

Business continuity and disaster recovery principles and practices

Principles and practices of personnel management and supervision.

Select, motivate, and evaluate staff and provide for their training and development.

Read and comprehend complex systems materials; hardware/software technical materials.

Server Administration both physical and virtual using VMWare.

Perform complex network administration functions in a multi-platform, multi-segment network environment accurately and efficiently.

Troubleshoot and resolve complex hardware, software, and connectivity problems.

Establish priorities and balance responsibilities for multiple activities to ensure timely, high-quality results.

Establish and maintain effective working relationships with judicial officers, Court and County employees, members of the public and others encountered in the course of work.

Organize and coordinate multiple projects and meet deadlines.

Communicate effectively both orally and in writing. Minimum Qualifications:

Possession of a valid California driver's license.

Bachelor's degree in Computer Science with a focus on information systems or a closely related field from an accredited college or university.

Five (5) years of progressively responsible experience, including two (2) years of management experience, in support of enterprise applications, desktops, databases, servers, audio-visual, security, storage systems, data and voice networks and telecommunications.

Any combination of education, training and/or experience which substantially demonstrates the following knowledge, skills and abilities

Substitution

A master's degree in Computer Science or Information Systems Management may be substituted for one year of management experience

Desired Qualifications:

License or Certifications: Cisco CCIE, VMware, Microsoft MSCE, CISSP certifications are preferred, but not required.

Conditions of Employment

Successful completion of fingerprint and a criminal record background check is required prior to appointment and is a condition of employment.

All employees of the court who operate a vehicle on court business must certify they possess a valid California Driver's License and required levels of automobile insurance.

Felony and misdemeanor convictions MAY BE disqualifying for employment with the court. The court will assess the nature and gravity of the offense, the time that has elapsed since the offense was committed, and the nature of the job duties to be performed.
